I got curious about your problem. As far as I can imagine, I would think plug fouling is usually related to excess richness which fouls the plug. Having petcock trouble means engine is not getting enough fuel and that should not lead to plug fouling. Petcock is not a fuel pump and even when broken, it can not pressurize fuel to over richen the mixture and foul the plug. On prime it just allows fuel to flow just as if there was no petcock at all.
Therefore, if the plug fouling is caused by rich mixture, I would think it's either the carb or choke.
